Public Grievance Redressal Systems
💻 K-SMART Online Portal
This system unifies online services across Local Self Government Institutions (LSGIs). The public can submit grievances and complaints online through this platform.
🏛️ Ombudsman for Local Self Government Institutions
The Ombudsman for LSGIs is responsible for legally investigating complaints regarding corruption, maladministration, and irregularities during the discharge of administrative duties by governing body members (including Presidents), directly or indirectly appointed officers, and transferred officials in LSGs, and taking necessary action.
📌 How to submit a complaint: Any individual can submit a complaint directly before the Ombudsman Secretary without the help of an intermediary, either in person or via registered/ordinary post. The complaint written on plain paper must be accompanied by a duly filled Form 'A' (with a 10-rupee court fee stamp affixed) and copies of the complaint (number of opposite parties + two).
⚖️ Tribunal for Local Self Government Institutions
The Tribunal for LSGIs considers and disposes of appeals and revision petitions filed against the decisions of Local Self Government Institutions. A judicial officer of the rank of a District Judge is appointed as the Tribunal.
⏱️ Time Limit and Fee:
- Petitions must be submitted in Form C within 30 days from the date of the decision (a delay of up to 1 month may be condoned with permission).
- In matters where no decision has been taken, petitions can be filed after 60 days, within a period of 90 days.
- A fee of ₹50 must be paid along with the petition (either at the office or as a Demand Draft payable at Thiruvananthapuram).
- A Legal Benefit Fund stamp worth ₹100 must be affixed to the petition.

🖥️ Chief Minister's Public Grievance Redressal Mechanism
The Kerala Chief Minister's Office (CMO) portal is a public grievance redressal system. The website provides options to submit grievances, check their status, and identify charge officers. Additionally, dashboards for state services and the Relief Fund reports are available.
📞 Minister for LSGD & Excise Complaint Redressal System
Through the online grievance portal connecting various office levels under the LSGD and Excise departments, complaints can be submitted directly to the Minister. Every update on the grievance will be delivered to the complainant in real time via SMS.
📞 Public Grievance Cell - LSGD
Complaints can be submitted through the Public Grievance Cell under the Local Self Government Department. To quickly report issues regarding service delays, corruption, and waste management, the following dedicated WhatsApp numbers are made available:
🔎 LSGD Vigilance Wing
The LSGD Vigilance Wing attached to the Secretariat inspects public grievances and complaints regarding illegal/unauthorized building constructions and file irregularities across the state, and takes stringent action.
🔎 Public Assistance Portal (Adalat)
As part of the State Government's 100-Day Action Plan, a decision was made to set up Permanent Adalat Committees at the sub-district, district, and state levels to resolve issues when delays exceed government-mandated timelines or when hurdles arise in obtaining public services provided by LSGIs.
In the initial phase, these Permanent Adalat Committees focus on grievances related to Building Permits, Building Numbers, and Licenses. The Permanent Adalat Portal is designed for applicants facing delays or obstacles in receiving services from local self-government institutions to file grievances and track follow-up actions.
