Gramasabha / Ward Committee
Local Governance in Kerala: Grama Sabha & Ward Sabha / Ward Committee
🏡 Grama Sabha
This is the most crucial mechanism in a democratic system that enables direct participation of ordinary citizens in governance.
- Members: All voters registered in the voters' list of a particular ward in a Grama Panchayat are members of that ward's Grama Sabha.
- Convenor: The elected representative of the respective ward (Ward Member) acts as the Convenor of the Grama Sabha.
- Meetings: The Grama Sabha must convene at least four times a year.
- Functions:
- Selecting beneficiaries for various welfare schemes.
- Formulating local development plans (project planning).
- Discussing budgets, audit reports, and public works estimates.
- Understanding the rationale behind decisions made by the Panchayat.
- Quorum: The minimum required attendance to hold a meeting is 10% of the total members.
🏘️ Ward Sabha & Ward Committee
Ward Sabha
In municipalities (urban local bodies) with a population of less than one lakh, the body consisting of all registered voters in each ward is known as the Ward Sabha. It exercises duties similar to those of a Grama Sabha. The Ward Councillor serves as the Convenor.
Ward Committee
In municipalities or corporations with a population exceeding one lakh, Ward Committees are constituted instead of Ward Sabhas.
- Members (Ward Committee): The elected ward representative (Councillor) serves as the Chairperson. Members include representatives of registered organizations, neighborhood groups (NHGs/Kudumbashree), political parties, educational institutions, and nominated members.
- Duties: Ensuring public participation in planning and development activities, as well as discussing and evaluating ward-level development matters.
